Preparation for a public sector career begins when a PSC scholarship holder is awarded the scholarship. PSC scholarship holders are given opportunities to participate in curated development programmes to acquire critical knowledge, skills and experiences to enable them to better serve Singapore and Singaporeans.
This is the first milestone programme before our scholarship holders embark on their undergraduate studies.
During the two-week long course, scholarship holders are introduced to various aspects of the Public Service and gain insights into the values of the Public Service. They take the opportunity to reflect on and understand the importance of their role as an ambassador to the Service and as a future Public Officer. It is also a platform where they get to know fellow scholarship holders and forge lasting friendships.
The programme comprises:
Sharing by public sector agencies, to expose scholarship holders to their future work and potential challenges;
Personal mastery training to allow scholarship holders to reflect on their commitments to the Public Service and prepare for university life; and
A segment to expose scholarship holders to ground realities, volunteering work and project management and strengthen their understanding of policy issues.
This second milestone programme takes place midway through our scholarship holders’ undergraduate studies, i.e. at the end of their second year of study.
The PSMP builds on the foundations laid in the Preparatory Course to deepen their understanding of the Public Service and to catch up with fellow scholarship holders. The programme helps scholarship holders think more deeply about principles and challenges in the Public Service and take stock of their experiences to date.
The PSMP comprises two components:
A two-week programme consisting of talks, dialogues and seminars, to keep scholarship holders abreast of issues confronting Singapore and provoke discussions around them; and
A six-to-twelve week internship at a ministry/statutory board or with their tied agency to gain work experience and to learn from public officers on the job.
Scholarship holders may participate in the Gap Year programme after completing their university studies (including master’s) and National Service obligations (where applicable), and before they join the Public Service.
Through the programme, scholarship holders will be attached to an organisation in the people or private sector, either locally or overseas, for a duration of six months to a year. These attachments allow them to learn about the company’s ethos, business operations, and challenges. Subsequently, they will take this valuable experience and best practices back to the Public Service.
The PSLP is a structured programme focused on developing talent in specialised areas or industries. The PSLP aims to develop officers to their fullest potential for leadership roles in the Public Service. It is not applicable to scholarship holders on the PSC Scholarship (Legal Service), PSC Scholarship (Medicine/Dentistry) or The SAF Scholarship schemes.

Psychometric Assessments – these are meant to assess your general, verbal and numerical reasoning abilities.
Game-Based Assessments – these provide an understanding of your natural attributes. At the end of the assessment, you will receive your own report for your review and use in self-development.
Psychological Interview – this provides an in-depth report of your motivations, interests and values, to give the board a sense of who you are.
Your performance in the various assessments would be taken into consideration when deciding on further shortlisting. Only candidates who complete all assessments will undergo a panel interview with the Public Service Commission (PSC) Scholarships Selection Board (PSSB).
Assessments and interviews run from August each year to June in the following year.
You may receive your outcome within two weeks after your interview. Some evaluations take longer, so please do not worry if you do not receive an outcome within the timeframe stated. All outcomes should be received by June.

Scholarship holders will be ‘tied’ to an engineering parent agency to allow them to deepen their engineering skills early in their career. Upon graduation, scholarship holders will be emplaced on the Public Service Leadership Programme (PSLP) (General Phase - Engineering), which is a specialised track within PSLP (General Phase). In their first posting (of up to 4 years), they will focus on deepening deep technical capabilities in their respective engineering clusters. They will get to go for external postings outside of their ministry family for exposure and to strengthen the development of their foundational competencies.
The type of engineering work will depend on the engineering cluster of the scholarship holder:
Defence and Security (D&S) cluster looks at the design, operation and maintenance of our national security infrastructure. Agencies under this cluster are Centre for Strategic Infocomm Technologies (CSIT), Defence Science and Technology Agency (DSTA) and Home Team Science & Technology Agency (HTX).
Information and Communications Technology & Smart Systems (ICT&SS) cluster looks at the design, operation and maintenance of IT platforms. It also covers the platforms and applications that will enable us to monitor, communicate with and control networks and infrastructure. Agencies under this cluster are Cyber Security Agency of Singapore (CSA), Government Technology Agency of Singapore (GovTech) and Infocomm Media Development Authority (IMDA).
Infrastructure and Environment (I&E) cluster looks at the design, building, maintenance and regulation of infrastructure such as transport infrastructure, utilities and other structures. Agencies under this cluster are Energy Market Authority (EMA), Housing & Development Board (HDB), JTC Corporation (JTC), Land Transport Authority (LTA), National Environment Agency (NEA) and Public Utilities Board (PUB).

PSC Scholarship (Foreign Service) recipients may study overseas, in countries that are relevant to the Ministry of Foreign Affairs (MFA). Scholarship holders can pursue a wide range of subjects in non-English-speaking countries such as China, France, Germany, or Japan; including the United Kingdom and United States of America (subject to MFA’s and PSC’s approval).

While abroad, scholarship holders will be assigned a mentor at an Overseas Mission who will support and guide them. Scholarship holders will also undergo internships – one in the Ministry of Foreign Affairs (MFA) Headquarters and another at an Overseas Mission, to gain insights into MFA’s work. Sponsorship will also be provided for foreign language learning to prepare scholarship holders for future postings.

Upon graduation, scholarship holders will embark on a career in either the Singapore Judicial Service or the Singapore Legal Service. They will participate in the administration of justice and be in a position to protect the public interest and advance the rule of law in Singapore. The Public Service Leadership Programme (PSLP) is not applicable in the Singapore Judicial Service and the Singapore Legal Service as both Services are professional Schemes of Service under the direct jurisdiction of the Judicial Service Commission and the Legal Service Commission. Career development and leadership programmes specific to the Singapore Judicial Service or the Singapore Legal Service will be available for the eligible officers.
Applicants may only apply after embarking on their undergraduate degrees, up to the penultimate year of their degrees.

Applicants must have completed at least one year of undergraduate studies in Medicine or Dentistry programmes at the National University of Singapore, Nanyang Technological University, or Duke-NUS Medical School and must not be in the final year of studies.

Development Programmes
PSC Scholarship (Medicine/Dentistry) recipients will have opportunities to participate in various development programmes, such as healthcare induction courses, internships at MOH, MOH Holdings and public healthcare institutions, and networking events involving key healthcare professionals. This would also include PSC development programmes.

PSC Scholarship (Medicine/Dentistry) holders are groomed for leadership roles in both MOH HQ and public healthcare clusters/and institutions. They may pursue their careers in Healthcare Administration (i.e. policy roles in MOH, administrative leadership roles in the hospitals) or take on medical professional appointments (specialist or non-specialist track) in the healthcare institutions based on their aspirations, interests and performance.
Scholarship holders will have opportunities to participate in various developmental programmes organised by MOH Holdings and MOH HQ. They may look forward to meeting and networking with scholarship holders and leaders from other healthcare disciplines during milestone events such as the Healthcare Scholars’ Induction Camp and Induction Programme.
Additionally, they will also be assigned a scholarship officer from MOHH and mentor from MOH/Public Healthcare Institution who will partner them as they progress in their academic and career journeys.

Upon graduation, scholarship holders will be emplaced on the Public Service Leadership Programme. You will embark on an enriching career journey with stints at AGD (1 year), AGO (1 year), and MOF (2 years), gaining Whole-of-Government exposure while deepening your finance and audit expertise.
Subsequently, you may be posted to different ministries to broaden your policy perspectives beyond Finance.
The PSC Scholarship (Sustainability) hones the perspective of outstanding and aspiring future public officers in the sustainability and circularity (S&C) space. Recipients are developed on the Public Administration career path where they will experience a wide spectrum of governance work, from policy formulation to implementation.

The SAF Scholarship holders will be put in appointments where they will be constantly challenged to apply their analytical skills and ground experience. Through the various tours in command and staff appointments, you will not only hone your skills as a leader, but also as a manager, planner and strategist. You can expect to contribute to long term planning that determines MINDEF/SAF's future development, and have chance to represent MINDEF/SAF to work with officers from other Ministries to formulate government policies. The Public Service Leadership Programme (PSLP) is not applicable to SAF Scholarship holders as they would be put through the SAF talent programme.

The SPF Scholarship holders will be emplaced on the Public Service Leadership Programme (Home Uniform Service) where they will be given opportunities to acquire specialised knowledge and capabilities to take on key leadership positions in the Singapore Police Force.
Scholarship holders will be rotated through regular postings to acquire investigation acumen, policy conceptualisation skills, as well as command and leadership abilities. They will be involved in shaping policies to address issues on public law and order and play an integral role in protecting Singapore. As a Guardian of Law and Order, the determination to make a difference will transform the lives of many.
